Introducing our Interim Director of Strategy, Planning and Performance

Velindre University NHS Trust is pleased to announce the appointment of Vicki Oxley as our interim Director of Strategy, Planning and Performance.

Vicki is a highly experienced senior leader with more than two decades of strategic leadership across health and care systems in Wales and England. She currently serves as Deputy Director of Strategy and Partnerships at Cwm Taf Morgannwg University Health Board, where she focuses on delivering the Health Board's long term strategic strategy. 

Before joining CTM, Vicki held senior transformation and system leadership roles for over 15 years in Bradford District and Craven, where she led large portfolios of work, developed operating models for integration and population health initiatives and directed the primary care response to the COVID 19 pandemic.

Vicki is passionate about prevention, reducing health inequalities, partnership working and system sustainability, she brings a proven ability to connect strategy with delivery to improve population health outcomes. She does this through a focus on large scale service redesign and a focus on people, enabling the conditions where people can thrive. 


Speaking of the new appointment, Vicki said:

The Director of Strategy, Planning and Performance helps guide the Trust’s long‑term direction. Their role is to make sure our organisation has clear plans in place to deliver the ambitions set out in our ten‑year strategy and Integrated Medium Term Plan.

They will work with teams across Velindre Cancer Service, the Welsh Blood Service and our corporate services to understand future needs, plan how services should develop, and track how well we’re progressing. This includes supporting service redesign, helping teams prepare for upcoming challenges, and making sure our work aligns with the priorities set by the Trust Board.

This role helps the organisation stay focused on the bigger picture and ensures we’re making steady, coordinated progress toward the improvements we want to achieve for patients, donors, staff and partners.
